It is just a matter of installing and using it. Pictures and pages can be created quickly and put live. Blog posts can be created quickly and products can be added to your webshop quickly.

CMS or HTML5?

That depends on your needs and wishes for your website. So if you want to make a simple portfolio or informative website you can use HTML5. If you want to make a more extensive site then you will need a CMS.
